The 1855 Mexican Law Decree was mandated on February 13, 1855, in Mexico, and it was decreed by President Santa Anna and signed by Governor of the Federal District Martin Carrera and Secretary Joaquin Noriega. The edict relates to the topic of municipal governance, including appointments from the central government. A letter written by Franco Vidaurri towards the municipal government. The letter was written in 1820 and recounts the author's lived experiences in Monclova where Native American attacks took place.
